Heads Will Roll

Christchurch put up a sports complex at some point in the past. Then they added to it and upgraded it and made it an apparently first-class facility for sports and sports teams in the city. Then the earthquake damaged it. And then it was apparently discovered that although the upgrades to the facilities increased the value of the sports complex from 60 or so million dollars to somewhere over 200 million. Unfortunately it seems nobody changed the insurance policy covering the facilities.
